Authorize early high school graduation scholarships

To reduce the amount of per-pupil state school aid paid to a school district when a high school student graduates in three and a half years instead of four years. Districts would have to report early graduations to the state, and if they did not the state could “dock” them for a full year’s aid payment for that student, rather than the half-year amount the bill proposes. The money saved from these reductions would go into the scholarship fund proposed by House Bill 4846.
