Create smoking ban exceptions

To revise the law that prohibits a bar or restaurant owner from choosing to allow smoking in his or her establishment, to instead give the owner the choice to allow smoking in a separated “smoking room,” or rooms where no food is served, subject to various other conditions. Also, to allow a “licensed club” to choose to be exempt from the law, subject to various procedures and restrictions.
