Allow dogs in outdoor cafés

To revise a prohibition on restaurants allowing dogs in the dining area, so as to allow a restaurant to allow customers’ dogs in outside dining areas. Under current law only seeing-eye and other service dogs are allowed. Local governments could still ban dogs.
