Authorize indemnity for wolf, coyote and cougar predation

To require the state to make indemnity payments to farmers or pet owners whose livestock or pets are killed by wolves, coyotes, or cougars. The state would be required to pay 100 percent of fair market value for each animal with a $4,000 per-animal cap.
