To exempt large industrial plants that both generate and consume high levels of electricity from a 10 percent cap on the market share of electricity producers who compete within the market area controlled by a regulated monopoly utility, which was imposed by a <a href="http://www.michiganvotes.org/2008-HB-5548">2008 law</a>2008 law that mostly ended competitive electricity sales in this state.
