Revise tenant security deposit return procedure deadlines

To extend from seven to 60 days the time a former tenant has to respond to a notification of damages sent by the former landlord, the value of which can be deducted from the security deposit return. Also, to require tenant lawsuits to recover a security deposit to be filed within two years.
