To establish that the extensive state regulatory and licensure regime imposed on “secondhand and junk dealers” does not apply to retail stores that buy and sell second hand clothing, children's furniture and equipment, children's toys, sporting goods (firearms excepted, or musical instruments. Also, to prohibit local governments from imposing regulations more stringent that state rules on secondhand and junk dealers.
