To authorize the creation of a “border crossing renaissance zone” in Detroit in which the extensive tax breaks and exemptions of a “renaissance zone” would apply in an area adjacent to a proposed new bridge between Detroit and Windsor (the “Detroit River International Crossing” or “New International Trade Crossing,” a.k.a. “DRIC” or “NITC”).
