Clarify free clinic liability exemption

To clarify a limited “good Samaritan” liability exemption for health care professionals who are providing care at a free clinic. Under the bill, if a medical center offered at its own expense to pay its health care professionals while they are staffing a free health clinic, these individuals would still be covered by the current statute’s liability exemption. Under current law, the exemption only covers them if they receive no compensation from anyone for their time.
