Increase historical building owner restrictions

To revise details of a ban in the downtown development authority law on building owners in a making exterior changes to their property in the DDA if it has been declared by the local government to have “significant historical interests.” Under the bill, the owner would have to get any proposed changes “approved” by the state historic preservation office, not just “reviewed”.
