Require “personal preparedness measures” for emergency personnel

To require emergency “first responder” organizations including police, fire, utilities "or other public or quasi-public entities whose services protect the public health and welfare" to have disaster and emergency “continuity plans” that contain “personal preparedness measures” to ensure the organization’s employees and their families are prepared for deployments during an emergency or disaster, including communications measures, education on hazards, preparation of emergency survival kits and evacuation routes, and more.
