Authorize state AAMVA membership

To authorize the Secretary of State becoming a member of the American Association of Motor Vehicle Administrators (AAMVA), which creates model motor vehicle administration, traffic enforcement, and highway safety laws and programs. The bill would prohibit the Secretary of State from sharing drivers license information if this would be shared with a foreign country, or approving any policy that requires drivers licenses that contain a radio frequency identification device (RFID).
