Replace college scholarships with tax credit

To authorize an income tax credit equal to the amount of state college scholarship money a student would received before budget cuts trimmed these. The credit would not be “refundable” (in effect a cash subsidy), but could be carried forward to offset future income tax liabilities until it was used up.
