Revise “prime land” reverter clause exception

To revise the <a href="http://www.michiganvotes.org/2003-HB-5313">2004 law</a> that revoked the reversion clauses in most state land conveyed to school districts and local governments, allowing the land to be sold if it is not being used for public purposes, rather than reverting to the state. Waterfront property and other “prime land” was not included under that law, and the bill would establish that if the parcel were split then the non-waterfront part could be sold.
