Require schools have non-assigned student policy

To require all local school boards to have a policy for students who want to enroll in another district. Districts would be required to have a hearings process for requests to attend a nonassigned district, and a policy for students who may want to return to their assigned district. If the request is granted, it must apply to the student’s entire K-12 career, and extend to any siblings. Under current law, a student seeking to attend a different district must have permission from his or her assigned district, with some notable exceptions. Students do not need such permission to attend a charter school or a university school. Under the “schools of choice” program they also don't need permission to attend another school district within the same intermediate school district (ISD), or in a neighboring ISD. Note: Under current law, only Detroit may prohibit its students from attending another district's "schools of choice".
