Mandate anhydrous ammonia anti-theft dye

To require manufacturers or distributors of anhydrous ammonia to add dye additives to the material, which are designed to stain the skin and clothing of potential thieves. Anhydrous ammonia is a fertilizer used by farmers that can also be used to manufacture illegal methamphetamine.
