Those bills would prohibit government entities from deeming a person whose private employment compensation comes from a direct or indirect government subsidy to be a "government employee" who can be enrolled in a public employee union. This is the subject of a "stealth unionization" lawsuit filed by the Mackinac Center on behalf of home child care providers.
