To prohibit a municipal utility from selling power to a customer outside their corporate limits who was a customer within the previous three years, unless the (different) utility that has been granted a state monopoly on selling power in that area consents to this in writing. Under current law this restriction applies only to current customers of the municipal utility. See also House Bills 6429 and 6430.
