To expand a scheme that lets school districts contract with vendors for energy efficiency projects, and pay for these with money the projects are supposed to save (or from regular tax revenue if savings don’t appear). The bill would essentially allow schools to use these schemes to pay for any "operational improvements" with this form of borrowing, not just ones represented as energy-saving.
