To revise a law that makes it a crime to pay money to acquire “physical custody” of another person, by also making it a crime to “transfer the legal or physical custody of a child with the intent of permanently divesting a parent of parental responsibility,” whether for money or not, subject to exceptions for relatives, courts, child welfare officials, adoption agencies, etc.
