To repeal a requirement that nominating, initiative, recall and other ballot access petitions may only be circulated by a registered Michigan voter, and establish regulations requiring non-resident petition circulators to agree to accept this state’s jurisdiction in any legal proceeding that concerns a petition sheet on which he or she collects signatures. The bill would also require the person to indicate his or her non-resident status by checking a box that would be required on future petition sheets.
