To establish that school districts are only required to give the state 11th grade merit exam with its national ACT test component once to each student, and that if a student wants to re-take the ACT he or she has to pay for it, unless the student is retaking it so as to qualify for a Michigan merit award scholarship, or for certain other exceptions. See House Bill 6413. Also, to restrict the test's writing exams to those included in the ACT, and make other revisions.
