To extend the expiration of the law that authorizes liquor and hotel taxes to pay for debt service on Cobo Hall from 2015 to 2039, increase the liqour taxes by 2 percent starting in 2016, authorize the use of $15 to $16 million of state cigarette tax revenues for Cobo Hall, and authorize up to $308 million in debt to renovate and expand Cobo Hall. House Bill 5690 establishes a regional Cobo Hall authority.
