To authorize borrowing by a local government for bridge projects that have been approved in the multiyear plans of local bridge councils (which determine which projects will get funded from a state Local Bridge Fund), but for which funds have not yet been allocated. The bill would allow local governments to borrow money for such projects, and use funds that are later allocated from the Local Bridge Fund to repay the borrowed amount.
