To authorize a lien in favor of the state against other personal and real property of the owner of a scrap tire site on which the state has incurred cleanup costs, in addition to a lien on the scrap tire property site itself, with certain exceptions. Up to $500,000 in non-business property, pension benefits, and college funds would be exempt from the additional liens.
