To expand the property tax breaks authorized under the <a href="http://www.michiganvotes.org/2005-HB-4369">Commercial Redevelopment Act of 2005</a> to residential projects, and loosen other eligibility requirements. That Act was passed with obsolete shopping malls in mind (in particular the Summit Place Mall in Oakland County) and allowed them to be renovated without increasing their property taxes.
