To designate three particular facilities as "Renaissance Zones" exempting these businesses from most state taxes. They are the Autodie International facility in Grand Rapids (a tool and die facility recently purchased by MBTech, a subsidiary of Daimler-Chrysler); the Eaton Corporation facility in Jackson; and a 100 acre parcel in Midland that will be used by Dow Corning, presumaby for a "Hemlock Semiconductor" plant.
