To change from "Michigan emergency volunteers" to "Michigan Volunteer Defense Force" the term used to designate Michigan National Guard military units activated by the governor in response to a call to federal service under a national emergency. Also, to remove the requirement that the National Guard be called into federal service as a condition of activating the defense force.
