To strip out the provision added by the Senate to use the bill as a legislative "vehicle" to extend until March 31, 2003 the sunset on the 50-cent tire disposal surcharge fee added to the cost of each vehicle title or duplicate title. The law authorizing the fee expired on March 31, 2002.
