Mandate periodic review of state administrative rules

To establish a process by which 20% of the administrative rules promulgated by each state department, agency, office, bureau, etc., and the process by which they were drafted, are reviewed each year to determine if they are based on a valid delegation of statutory authority, whether the agency has reviewed and withdrawn duplicative, outdated, or unnecessary rules in a timely manner, and more.
