To make it unlawful for an employer to fire an employee except for “just cause" as defined by the bill, meaning “reasonable job-related grounds …based on a failure to satisfactorily perform job duties,” or being disruptive. Violations would make an employer liable for fines and lawsuits. The bill explicitly excludes off-the-job habits as grounds for dismissal, which would include smoking marijuana (or tobacco).
