Give benefits to former foster children

To give young people “aging out” of foster care upon reaching 18 years of age a $1,500 stipend they can use to pay of first and last month's rent for the youth. The 1-time stipend is to be used toward a used toward making a first and last month's security deposit on a rental unit.
