To establish that prosecutors, police and social welfare agencies “may work in concert to establish a supervision program” that diverts individuals suspected of illegal drug possession crimes “away from criminal prosecution and into the supervision program before the filing of criminal charges.” The bill does not specify why they can’t do this now.
