Give state checks to some workers in declining counties

To give taxpayer-funded monthly wage-enhancement subsidies of up to $400 to certain individuals in a county that is losing population. Eligibility would require recipients have a college degree, or a high school diploma plus a completed apprenticeship or “long term on the job training,” and that their employers pay at least 125% of the average pay in the economically declining region (dubbed by earlier amendments to this law as a “prosperity region”).
