Revise Detroit developer subsidy deal detail

To remove certain provisions added to a 2017 law authorizing the transfer of hundreds of millions of state tax dollars to real estate developers, mostly to Dan Gilbert for projects in Detroit. The provisions that were removed prohibit subsidizing such subsidies unless the outcome is said to “result in an overall positive fiscal impact to this state." The bill would also sunset granting any new developer subsidies under this law after 2022, which would not affect the ones that have already authorized.
