Expand selective job training subsidies, reduce required wages

To increase from $50 million to $75 million the debt cap in a 2008 law that authorized state job training subsidies for particular employers that are provided through community colleges. The bill would lower the minimum pay level for the jobs supported by these employer subsidies from 175% to 125% of the state minimum wage.
