Establish fellow police officer “duty to intervene”

To require law enforcement agencies to adopt a “duty to intervene” policy establishing an affirmative duty of officers to intervene verbally or physically to prevent excessive force by another officer. Agencies would have a duty to take appropriate disciplinary actions for an officer’s failure to intervene.
