Expand district court magistrate's authority in marijuana licensure regime

To expand the authority of district court magistrates to matters related to the state’s legal marijuana regulatory and licensure law. District court magistrates (who can only preside over civil law matters, not criminal) could conduct informal hearings and impose civil sanctions under that law.
