Impose state gravel mining permit mandate, limit local restrictions

To restrict the authority of local governments to prohibit gravel excavation and mining, and specify the maximum setback requirements and other rules they may impose on these local operations, whose output is a key component of road building and repairs because it is cost-prohibitive to truck gravel for any distance. House Bill 5980 would require gravel mining operations to get a state permit, and place in statute an assertion that gravel mining “does not, of itself, constitute pollution, impairment, or destruction” of the environmeent.
