Exempt some homeless shelters from some child protection rules

To exempt homeless shelters that provide child care services from some of the child protection restrictions, requirements, background checks and more that apply to licensed child care centers, group child care homes, or family child care homes. The bill would prescribe some additional conditions on homeless shelters that do this.
