Increase penalty for employer wage-and-hour violations

To increase from $1,000 to $10,000, and from one year in prison to two years, the penalties authorized for second and subsequent offenses against state laws and rules on an employer failing to pay wages and fringe benefits with the intention of defrauding workers.
