Let schools, governments grant expired union contract pay hikes

To repeal a <a href="https://www.michiganvotes.org/2011-HB-4152">2011 law</a> that prohibits giving seniority-based automatic pay hikes to individual school or government employees (“step increases”) during a period when a government employee union contract has expired and no replacement contract has been negotiated.
