Establish inalienable individual right to use of private domicile

To place before voters in a future general election a constitutional amendment establishing that “an individual has an inalienable fundamental right to the full use and control of his or her private domicile,” and that “the government shall not violate or burden, or attempt to violate or burden” this right except for a compelling government interest, and using the least restrictive means of furthering that interest.
