Revise factors for teaching certificate

To include as a factor in the state system for rating teachers whether a teacher was assigned a student-teacher during the year. The bill would also revise a requirement that teachers must be rated annually unless they are assessed as “highly effective” three years in a row, and instead require only that they be only be assessed as “effective” . This is part of a Democratic teacher incentives package comprised of Senate Bills 764 to 782.
