Give stipend to student teachers of “at risk” students

To give $1,0000 stipends to student-teachers who teach in a school defined as “at risk,” meaning more than half the children come from households with income low enough to make them eligible for a federal free or reduced-price school lunch program. This is part of a Democratic teacher incentives package comprised of Senate Bills 764 to 782.
