Revise liquor control regulatory regime details

To revise the definitions of “restaurant, sale, and shiner” in Michigan’s extraordinarily expansive liquor control code (<a href="https://www.michigancapitolconfidential.com/15458">74,029 words</a> as of 2011) and the regulations promulgated under that code. This is part of a package of bills that among other things prescribe additional detailed regulations, restrictions and conditions on “tasting rooms” located at wineries, breweries and distilleries.
