To expand “revolving door” restrictions on individuals employed by regulated utilities who then take jobs at the state Public Service Commission, and on PSC staff who take jobs with the utilities they had regulated. The PSC regulates the rates and practices of companies granted a regional monopoly on the sale of electricity and natural gas.
