Tighten restrictions on stiffing contractor's bills

To require that private commercial construction projects (but not residential construction and improvement contracts or public works contracts) include language obligating the owner to pay the contractor within 30 days from the end of the specified billing period; require contractors to have the same provision in their contracts with subcontractors; and add a number of other provisions facilitating contractors getting paid. The latter include a ban on contracts that require a contractor to assume the risk of nonpayment, or to waive any statutory or other right to sue for nonpayment.
