Exempt state liquor sale quantities from public disclosure

To establish that state liquor sale quantities are not subject to disclosure under the Freedom of Information Act. Under the current system, all spirituous liquor sold in Michigan (but not beer and wine) must be acquired from the Michigan Liquor Control Commission, which acts as the sole wholesaler for this product.
