Let some child victim statements be used for training

To permit recorded video statements made by a minor to a prosecutor, law enforcement agency, child services agency or similar entity related to a child abuse or neglect case to be used for training purposes by agencies in a different county, if the minor’s “non-offending” parent or guardian consents (for children who are less than age 12), or if a child age 12 or older consents.
